Reasons Supporting Proposal: This proposal would give the racing associations more flexibility to accept wagers prior to one hour to post.
Statutory Authority for Adoption: RCW 67.16.020.
Rule is not necessitated by federal law, federal or state court decision.

Advance wagering.
No association
((shall)) may permit wagering to begin more than one hour
before the scheduled post time of the first race unless ((it
has first obtained the authorization of the commission)) the
association first obtains authorization from the executive
secretary.
