Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 46.01.110.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: Rule making may be required to bring this rule in sync with other rules concerning ownership in doubt.
