Subject: Medicaid State Plan Amendment 07-007.
Effective Date: July 1, 2007.
Document Description: The department of social and health services (DSHS), health and recovery services administration (HRSA), is updating the Medicaid state plan through state plan amendment (SPA) 07-007. This update is made to further describe policy and methods for hospital payment explained in Attachment 4.19-A, Part I of the state plan. These changes are justified to clarify and to comply with current policy. Significant changes in Attachment 4.19-A, Part I, include clarification and updates for the:
-- Inpatient utilization management, rate-setting and payment methods, processes, and policy;
-- Disproportionate share hospital (DSH) payment programs and policy; and
-- Elimination of the "Upper Payment Limit" (UPL) payment program.
Less significant revisions to Attachment 4.19-A, Part I, may also be made.
