Document Description: The Washington utilities and transportation commission (commission) addresses four of the five aspects of investor-owned electric utility operators for which new standards are included in the federal Energy Policy Act of 2005. The new standards addressed are: (1) Net-metering, (2) fuel sources, (3) fossil fuel generation efficiency, and (4) time-based metering and communications. The commission entered an interpretive and policy statement on August 23, 2007.
