PREPROPOSAL STATEMENT OF INQUIRY

DEPARTMENT OF LICENSING

     Subject of Possible Rule Making: Chapter 308-96A WAC, Vehicle licenses, to include but not limited to a new rule to allow family members of United States armed forces members killed in combat to receive license plates.

     Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 46.01.110, 46.16.725, and 46.16.305.

     Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: Rule making may be required to implement SSB 6678 relating to special license plates for parents of United States armed forces members who have died while in service to his or her country or as a result of such service.

     Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: None.

     Process for Developing New Rule: The department of licensing (DOL) welcomes the public to take part in developing the rules. Anyone interested should contact the staff person identified below. At a later date, DOL will file a proposal with the office of the code reviser with a notice of proposed rule making. A copy of the proposal will be sent to everyone on the mailing list and to anyone who requests a copy.
