Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 67.16.020.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: The agency, at the request of the Washington horsemen's benevolent and protection association, is considering beginning rule making to amend our claiming rules to adopt a "claim-proofing" provision to protect the owner making the claim.

Process for Developing New Rule: Negotiated rule making.
