Agenda for Rules Under Development

January 2008 - June 2008



     Below is the gambling commission's semi-annual rule development agenda for publication in the Washington state register pursuant to RCW 34.05.314. At present, we have five rules under development. There may be additional rule-making activity not on the agenda as conditions warrant.

     Anticipated Timeline:

     February 12, 2009: Study session for informal discussion.

     March 13, 2009: Up for filing before the commission.

     April 9, 2009: Study session for informal discussion.

     May 15, 2009: Up for final action before the commission.

     If adopted, we anticipate an effective date of July 1, 2009.

     1. Logo Cards. This change will restore the ability for house-banked card rooms to use nonlogo cards in their nonhouse-banked card games. The ability was inadvertently removed during the plain talk rewrite of our rules manual, amending WAC 230-15-115. CR-101 WSR 08-22-055, filed November 3, 2008.

     2. Fund-raising Events: This change will restore the ability for cash prizes to be awarded at fund-raising events. The ability was inadvertently removed during the plain talk rewrite of our rules manual, amending WAC 230-09-131. CR-101 WSR 08-22-056, filed November 3, 2008.

     3. Applicants for a Manufacturer's License: This change will clarify that applicants for a manufacturer's license are required to demonstrate they are able to comply with the manufacturing and quality control restrictions imposed on authorized gambling equipment. The licensing process may include an on-site review of their manufacturing equipment. The requirement was inadvertently removed during the plain talk rewrite of our rules manual, amending WAC 230-03-185. CR-101 WSR 08-22-058, filed November 3, 2008.

     4. Card Room Surveillance: This rule change would allow remote access to card room surveillance, new WAC 230-15-267. CR-101 WSR 08-22-062, filed November 3, 2008.

     5. Charitable and Nonprofit Organizations: Currently, only Groups IV and V are required to demonstrate significant progress. This change would require all charitable/nonprofit licensees to demonstrate significant progress, amending WAC 230-07-020. CR-101 WSR 08-22-057, filed November 3, 2008.
