At present, the public disclosure commission has five rules under development:
1. Topic: Contributions and expenditures of out-of-state political committees.
Status: On October 1, 2008, the commission filed the preproposal statement with the code reviser giving notice that it is considering rules relating to out-of-state political committees and possible changes to WAC 390-16-050 to clarify what constitutes an out-of-state political committee and update the dollar amounts per RCW 42.17.093 (1)(g).
No public hearing has been scheduled.

2. Topic: Forms for statements of financial affairs.
Status: The commission will file a preproposal statement with the code reviser giving notice that it is considering possible amendments to WAC 390-24-010 and 390-24-020.
A public hearing and possible adoption of amended rules may occur on May 28, 2009. If adopted, the amended rule will likely go into effect in July of 2009.

3. Topic: In-kind contributions.
Status: The commission will file a preproposal statement with the code reviser giving notice that it is considering a possible new rule to clarify in-kind contributions providing for notification in writing, reporting process and refusal process.
A public hearing and possible adoption of amended rules may occur on May 28, 2009. If adopted, the amended rule will likely go into effect in July of 2009.

4. Topic: Legal defense fund.
Status: The commission will file a preproposal statement with the code reviser giving notice that it is considering a possible new rule to provide guidance to filers who are considering the establishment of a legal defense fund.
A public hearing and possible adoption of amended rules may occur on May 28, 2009. If adopted, the amended rule will likely go into effect in July of 2009.

5. Topic: Lobbyist reporting thresholds.
Status: The commission will file a preproposal statement with the code reviser giving notice that it is considering possible amendments to revise the dollar threshold amounts for lobbyists, lobbyist employers and public agencies reporting under chapter 42.17 RCW.
A public hearing and possible adoption of amended rules may occur on May 28, 2009. If adopted, the amended rule will likely go into effect in July of 2009.
