Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 67.16.020.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: To eliminate subsection (3) addressing whips which will be moved into WAC 260-52-040, at which time model rules incorporating safety whips will be done.
Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: None.
Process for Developing New Rule: Negotiated rule making.
