PREPROPOSAL STATEMENT OF INQUIRY

     Subject of Possible Rule Making: The community services division (CSD) is proposing to amend WAC 388-464-0001 Requirement to cooperate with quality assurance, and any other related rules, to comply with recent changes to federal regulations as published in the Federal Register, June 11, 2010 (Vol. 75, No. 112).

     Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 74.04.050, 74.04.055, 74.04.057, 74.08.090, and 74.04.510.

     Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: On June 11, 2010, the USDA Food and Nutrition Service published the final regulation, "Supplemental Nutrition Assistance Program (SNAP): Quality Control (QC) Provisions of Title IV of Public Law 107-171.["] The department is proposing to amend its rules to comply with federal SNAP QC regulations and implement the changes according to the implementation schedule published in the Federal Register.

     Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: None.

     Process for Developing New Rule: DSHS welcomes the public to take part in developing the rules. Anyone interested should contact the staff person identified below. At a later date, DSHS will file a proposal with the office of the code reviser with a notice of proposed rule making. A copy of the proposal will be sent to everyone on the mailing list and to anyone who requests a copy.
