PREPROPOSAL STATEMENT OF INQUIRY
SOCIAL AND HEALTH SERVICES
(Aging and Disability Services)
Subject of Possible Rule Making: The department is proposing to amend chapter 388-845 WAC. These amendments will include eliminating the "person to person" program which is no longer a program that exists for DDD clients and will add the current program that clients of division of developmental disabilities are no longer eligible for and include a new program "individual technical assistance" which is not currently identified in WAC.
Proposed changes will also clarify the algorithms used to provide services to clients that receive services through county employment services. Other changes will make the WAC more understandable to clients of the division.
Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 71A.12.030.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: By not making these changes, there is a risk that the department can no longer collect federal funds on individual technical assistance services as the WAC will not specify that these services are covered under the home and community based waiver services and therefore not a federally reimbursable expense.
Other changes will clarify how the division determines what services clients are currently eligible for.

Process for Developing New Rule: DSHS welcomes the public to take part in developing the rules. Anyone interested should contact the staff person identified below. At a later date, DSHS will file a proposal with the office of the code reviser with a notice of proposed rule making. A copy of the proposal will be sent to everyone on the mailing list and to anyone who requests a copy.
