PREPROPOSAL STATEMENT OF INQUIRY

BOARD OF ACCOUNTANCY

     Subject of Possible Rule Making: WAC 4-30-130 What are the requirements for participating in quality assurance review (QAR)? and 4-30-132 What are the program standards for CPE?

     Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 18.04.350(13), 18.04.055(9).

     Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: WAC 4-30-130, to require CPA firms that issue any attestation or compilation reports to participate in a board-approved peer review program administered by the American Institute of CPAs (AICPA) or the Washington Society of CPAs (WSCPA).

     WAC 4-30-132, to allow continuing professional education credit for volunteer service on board-approved peer review committees to include preparation time.

     Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: None.

     Process for Developing New Rule:      Agency study.
