     In accordance with RCW 34.05.314, the public disclosure commission (the commission) submits this semi-annual agenda for rules under development.

     1. Topic: Public records.

     Status: On July 11, 2012, the commission filed proposed rules with the code reviser giving notice of an intended August 23, 2012, public hearing and adoption date. Proposed amendments will recognize and adopt relevant provisions of the state's model public records rules and otherwise update the commission's public records rules.

     2. Topic: Contribution limits.

     Status: WAC 390-05-400 was amended June 30, 2012, on an emergency basis to insert and adjust contribution limits for school board candidates (enacted by chapter 202, Laws of 2012, effective June 7, 2012) in accordance with adjustments made to other candidate contribution limits made earlier in 2012. The preproposal statement to begin permanent rule making was filed May 10, 2012.

     3. Topic: Enforcement procedures.

     Status: The commission may review and revise procedures for submitting information prior to enforcement hearings.

     4. Topic: Informal settlement procedures.

     Status: Informal settlement procedures may be reviewed and revised.

     5. Topic: Definition of "officer" for purposes of RCW 42.17A.710 (1)(g).

     Status: The commission may convert PDC Interpretation 91-01 to a rule.

     6. Topic: Electronic filing -- Reporting threshold.

     Status: The commission may review and revise the electronic filing thresholds.

     7. Topic: Political advertising.

     Status: The commission may review and revise rules related to political advertising, including but not limited to sponsor identification requirements and defining "mass communication" as it relates to the statutory definition of political advertising.

     8. Topic: Volunteer services.
