Subject of Possible Rule Making: Chapter 308-20 WAC, Cosmetology, barber, manicurist, esthetician rules.

     Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 18.16.030, 43.24.023.

     Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: Stakeholders that the department regularly works with requested that existing safety and sanitation standards be amended to update disinfection procedures for facilities and equipment. In addition, school regulations require amendments for safety, sanitation, and recordkeeping revisions. The department plans to review these WACs for effectiveness, clarity, intent, and statutory authority. All proposed rule amendments are supported by industry, do not directly impact local government, and meet the exemption criteria outlined in Executive Order 10-06.

     Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: None.

     Process for Developing New Rule: Direct notice will be made to all active licensees under chapter 18.16 RCW, and to the stakeholders' list. Communication with the public will be made through the cosmetology web site and cosmetology listserv. The department of licensing (DOL) welcomes the public to take part in developing rules.
