PREPROPOSAL STATEMENT OF INQUIRY

Subject of Possible Rule Making: Punch boards and pull-tabs.

Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 9.46.070, 9.46.110.

Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: We have received a petition for rule change from Mr. Beruen requesting to change requirements for when punch board/pull-tab licensed operators must record winners. Currently, operators must obtain and verify a winner's identity for prizes over $20. The petitioner is asking that the $20 threshold for recording winners be increased to $150.
