EMERGENCY RULES

Effective Date of Rule: February 17, 2014.
Purpose: Amend recreational fishing rules.
Citation of Existing Rules Affected by this Order: Amending WAC 232-28-619.
Statutory Authority for Adoption: RCW 77.04.012, 77.04.020, and 77.12.047.
Under RCW 34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: The preseason forecast is for a return of five hundred adult spring chinook salmon to the Kalama River in 2014. The closure is necessary to provide enough fish to meet the hatchery escapement goal of approximately four hundred fifty fish. There is insufficient time to adopt permanent rules.

WAC 232-28-61900A Exceptions to statewide rules—Kalama River.
Notwithstanding the provisions of WAC 232-28-619, effective February 17, 2014, until further notice, it is unlawful to fish for or possess Chinook salmon in waters of the Kalama River from boundary markers at the mouth to the upper salmon hatchery (Kalama Falls).
