Purpose: Amend recreational fishing rules.
Citation of Existing Rules Affected by this Order: Repealing WAC 220-310-18500D; and amending WAC 220-310-185.
Statutory Authority for Adoption: RCW 77.04.012, 77.04.020, and 77.12.047.
Under RCW 34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: The 2014 Drano Lake spring chinook returns are expected to be similar to the recent five year average and almost twice last year's actual return. Surplus hatchery origin fish are available for harvest. There is insufficient time to adopt permanent rules.

WAC 220-310-18500D Freshwater exceptions to statewide rules—Drano Lake.
Notwithstanding the provisions of WAC 220-310-185, effective May 1 through June 30, 2014, in waters of Drano Lake downstream of markers on point of land downstream and across from Little White Salmon National Fish Hatchery and upstream of the Hwy. 14 Bridge, it is permissible for anglers with a Two-Pole Endorsement to fish for salmon and steelhead with two poles. Unless otherwise amended, all permanent rules remain in effect.
REPEALER
The following section of the Washington Administrative Code is repealed effective July 1, 2014:
