The public disclosure commission (the commission) submits this semi-annual agenda for rules under development, in accordance with RCW 34.05.314. Possible rule making may include:
1. Personal financial affairs statement (Forms F-1 and/or F-1 supplement forms).
Status: CR-101 filed August 7, 2013 (WSR 13-17-006). A task force was assembled to review certain F-1 filing requirements. Additional stakeholder comments were received through a public survey, a stakeholder meeting, and individuals' participation in regular commission meetings. Recommendations for potential amendments were made to the commission in April 2014. An additional CR-101 was filed June 18, 2014 (WSR 14-14-001), to explain a shift in the rule-making focus towards making inflationary adjustments to the dollar amounts used for F-1 reporting thresholds and dollar codes A through E. A hearing to consider adopting the planned adjustments will most likely be held September 25, 2014.

2. Definition of "officer" for purposes of RCW 42.17A.710 (1)(g).
Status: CR-101 filed November 5, 2012, WSR 12-22-050 and draft language approved. The hearing was delayed until the commission's F-1 review was completed. A hearing to consider adopting the proposed rule will most likely be held September 25, 2014.

3. Topic: Out-of-state political committee disclosure.
Status: The commission must annually adjust the reporting threshold for major contributions disclosed by an out-of-state political committee. This process will likely begin in September 2014.

4. Topic: Commercial advertisersPublic inspection (political advertising).
Status: A "housekeeping" revision is needed to insert an electioneering communications reference into the rule that clarifies commercial advertisers' compliance with the public inspection requirements for campaign advertising records.

5. Converting interpretive statements into rules.
Status: Campaign finance related interpretive statements may be converted to rules.

6. Lobbying expenditure disclosure.
Status: Rule making may be necessary as the commission pursues alternative disclosure methods for reporting expenditures related to receptions.

7. Form updates.
Status: CR-101 filed July 16, 2013 (WSR 390-16-041), for possible amendments to Summary of Total Contributions and Expenditures Report (PDC Form C-4) that will modernize the codes used for disclosing campaign expenditures. Expedited rule making will proceed to amend other forms, as necessary, to add information about accessing the forms online.

8. Informal settlement procedures.
Status: Informal settlement procedures may be reviewed and revised.

Status: The executive director's duties may be updated in conjunction with revising the commission's informal settlement procedures.
