WSR 14-20-107 PREPROPOSAL STATEMENT OF INQUIRY DEPARTMENT OF SOCIAL AND HEALTH SERVICES (Economic Services Administration) [Filed September 30, 2014, 1:30 p.m.]
Subject of Possible Rule Making: The department is proposing to amend WAC 388-310-0300 WorkFirst—Infant care exemptions for mandatory participants and 388-310-1450 Pregnancy to employment, to implement a parenting education and home visiting services program targeted to WorkFirst households who are homeless or who have an infant. Other related rules may also be amended as necessary.
Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 74.08A.270, 74.04.050, 74.08.090, and 74.04.055.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: The department is proposing to implement a parenting education and home visiting services program targeted to WorkFirst households who are homeless or who have an infant.
The proposed amendments will support the WorkFirst program changes outlined in the agency detail, rec sums for the supplemental budget (ESSB 6002) that passed the legislature on March 13, 2014.
Process for Developing New Rule: DSHS welcomes the public to take part in developing the rules. Anyone interested should contact the staff person identified below. At a later date, DSHS will file a proposal with the office of the code reviser with a notice of proposed rule making. A copy of the proposal will be sent to everyone on the mailing list and to anyone who requests a copy.
