The proposed amendments update rules relating to process, timelines and documentation for consumer-owned electric utilities subject to the Washington renewable portfolio and energy efficiency standard, chapter 19.285 RCW. Amendments strengthen and clarify documentation requirements, increase transparency of utility performance, improve consistency with comparable rules of the utilities and transportation commission and provide additional flexibility for compliance. Unnecessary sections are repealed. |
