WSR 15-06-003 PERMANENT RULES PUBLIC EMPLOYMENT RELATIONS COMMISSION [Filed February 19, 2015, 12:00 p.m., effective March 22, 2015] Effective Date of Rule: Thirty-one days after filing.
Purpose: Under current agency rule, the public employment relations commission (PERC) will not appoint agency staff members to conduct grievance arbitrations involving school districts and community college districts. By repealing WAC 391-65-072 and 391-65-073, school districts, community colleges, and the labor organizations representing employees at school district and community colleges may, if both parties agree, ask PERC to appoint a staff arbitrator to hear any grievance that may arise under a collective bargaining agreement negotiated under chapter 41.59 or 28B.52 RCW.
