EMERGENCY RULES

Effective Date of Rule: Immediately upon filing.
Purpose: Amend recreational fishing rules for the Kalama River.
Citation of Existing Rules Affected by this Order: Repealing WAC 220-310-18500V; and amending WAC 220-310-185.
Statutory Authority for Adoption: RCW 77.04.012, 77.04.020, and 77.12.047.
Under RCW 34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: The preseason forecast is for one thousand nine hundred adult spring chinook to return to the Kalama in 2015. The Kalama River sport fishery was originally set to close May 1. Inseason fishery monitoring to date gives no indication the actual return will be other than the preseason forecast. Extending the season will provide additional fishing opportunity. To ensure the hatchery escapement goal of four hundred fish will be met, hatchery returns and fishery catches will continue to be closely monitored. There is insufficient time to adopt permanent rules.

WAC 220-310-18500V Freshwater exceptions to statewide rulesSouthwest.
Notwithstanding the provisions of WAC 220-310-185, it is unlawful to violate the following provisions, provided that unless otherwise amended, all permanent rules remain in effect:
Kalama River (Cowlitz Co.): Effective immediately until further notice, it is permissible to fish for salmon from the boundary markers at the mouth to 1000 feet below the upper salmon hatchery.
(a) Daily limit of 6 hatchery Chinook of which no more than 1 may be an adult.
(b) Release all salmon other than hatchery Chinook.
(c) Minimum size 12 inches.
REPEALER
The following section of the Washington Administrative Code is repealed effective August 1, 2015:
