EMERGENCY RULES

Effective Date of Rule: Immediately upon filing.
Purpose: Amend recreational fishing rules for the Skagit River.
Citation of Existing Rules Affected by this Order: Repealing WAC 220-310-19000W; and amending WAC 220-310-190.
Statutory Authority for Adoption: RCW 77.04.012, 77.04.020, and 77.12.047.
Under RCW 34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: The department is in the process of adopting permanent rules that are necessary to implement the personal use fishing plans agreed-to with resource comanagers at the North of Falcon proceedings. These emergency rules are necessary to comply with agreed-to management plans, and are interim until permanent rules take effect.

WAC 220-310-19000W Freshwater exceptions to statewide rulesPuget Sound.
Notwithstanding the provisions of WAC 220-310-190, it is unlawful to violate the following provisions, provided that unless otherwise amended, all permanent rules remain in effect:
(1) Skagit River - Effective immediately through July 31, 2015, it is permissible for anglers fishing for sturgeon to use single-point barbless hooks of any size in the waters of the Skagit River from the mouth to Hwy. 536 at Mt. Vernon (Memorial Hwy. Bridge) and from Highway 536 at Mt. Vernon (Memorial Hwy. Bridge) to the mouth of Gilligan Creek.
(2) Skagit River - Effective June 16 through July 15, 2015, it is permissible to fish for and retain a daily limit of three sockeye salmon from Hwy. 536 at Mt. Vernon (Memorial Hwy. Bridge) to the mouth of Gilligan Creek.

The following section of the Washington Administrative Code is repealed effective August 1, 2015:
