The public disclosure commission (the commission) submits this semi-annual agenda for rules under development, in accordance with RCW 34.05.314. The commission is granted rule-making authority by RCW 42.17A.110(1). Possible rule making may include:
1. Informal settlement procedures.
Informal settlement procedures are being revised to establish alternatives to adjudicative proceedings to resolve complaints and enforce chapter 42.17 RCW and Title 390 WAC. The commission has approved draft proposed new and amended rule language. A public hearing will be scheduled for September 2015 or later.

2. Executive director's duties.
The executive director's duties will be updated in conjunction with revising the commission's informal settlement procedures.

3. Electronic signatures.
The commission will implement chapter 72, Laws of 2015, and eliminate signature cards currently required from individuals who electronically submit reports under the provisions [of] chapter 42.17A RCW.

4. Campaign finance disclosure - independent expenditures.
The commission will revise letter codes campaigns use when disclosing independent expenditures to provide the public with more granular details about those expenditures. CR-101 filed July 16, 2013 (WAC 390-16-041).

5. Contribution limits.
RCW 42.17A.125 requires the commission, in alternate years, to consider making adjustments to contribution limits and other dollar amounts enacted through I-134 based on changes in economic conditions. The commission expects to begin the 2016 adjustment process in September 2015.

6. Adjusting the reporting threshold for out-of-state political committees.
The commission must annually adjust the reporting threshold for major contributions disclosed by an out-of-state political committee. This process will likely begin in September 2015.

7. Converting interpretive statements to rules.
The commission plans to continue its initiative to convert long-standing interpretive statements to rules and expects to convert PDC Interpretation No. 01-04, Participation in Fund Raising Events by State Officials During Legislative Freeze Period.

8. Form updates.
Expedited rule making will proceed to amend other forms, as necessary, to add information about accessing the forms online.
