INTERPRETIVE OR POLICY STATEMENT

In accordance with RCW 34.05.230(12), following is a list of policy and interpretive statements issued by the department of social and health services (DSHS).

Document Title: Public Notice.

Subject: Amendment to residential support waiver.

Effective Date: Upon approval from the Centers for Medicare and Medicaid Services.

The agency and DSHS intend to submit an amendment to the residential support waiver (RSW) WA.1086. This waiver will be amended to include retainer payments, and add adult day health (ADH) and expanded community services (ECS) as new waiver services. The cost neutrality section will also be updated to reflect updated medical costs and the enrollment limit will be increased to accommodate enrollees who will access these new waiver services.

ADH is a supervised daytime program providing nursing and rehabilitative therapy services to adults with medical or disabling conditions that require the intervention or services of a registered nurse, or a licensed speech therapist, occupational therapist or physical therapist acting under the supervision of the participant's physician when required.

ECS will provide waiver participants with additional supports to address complex behavior. ECS services include specialized residential services and behavior supports provided by contracted providers with expertise in this area. Adding these services to the RSW will provide waiver participants with a broader array of service options and choice of providers.

This change will be effective upon approval from the Centers for Medicare and Medicaid Services.

A draft of the amendment will be posted for review and comment from January 15, 2016, through February 16, 2016. The amendment can be viewed at https://www.dshs.wa.gov/altsa/stakeholders/hcbs-residential-support-waiver-amendments. Comments must be received by 5:00 on February 16, 2016.
