PREPROPOSAL STATEMENT OF INQUIRY
SUPERINTENDENT OF
PUBLIC INSTRUCTION

Subject of Possible Rule Making: The only student data that should not be reported for public reporting and accountability is data where the school or district has fewer than ten students in a grade level or student subgroup.
Statutes Authorizing the Agency to Adopt Rules on this Subject: Section 504 of 4SHB 1541.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: Section 504 of 4SHB 1541 specifies that office of superintendent of public instruction (OSPI) in collaboration with state board of eduction (SBE) and education research and data center (ERDC) will adopt a rule on reporting of student data to increase the visibility of the opportunity gap in schools with small subgroups of students and to hold schools accountable to individual student-level support.
Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: ERDC within the office of financial management and SBE.
Process for Developing New Rule: Early solicitation of public comments and recommendations respecting new, amended, or repealed rules, and consideration of the comments and recommendations in the course of drafting rules.
