Below is the office of financial management's (OFM) semi-annual rule-making agenda for publication in the Washington State Register. This list identifies rules under development and rules with anticipated rule-making action during the next six months.

This agenda is available on OFM's web site at http://ofm.wa.gov/rulemaking/default.asp. The information on our web site is updated as rule-making notices are filed. If OFM should begin rule-making activities for a rule not listed on the agenda below, that information will also be posted.

357-28-035	Salary determination policy, amending the WAC to address the requirement that upon return to a permanent position from a project position, WMS acting appointment or nonpermanent appointment, the employee's base salary upon return is determined by the employer's salary determination policy.	CR-102 filing anticipated in July. Scheduled for adoption at the August 11, 2016, director's meeting. Effective September 20, 2016.
357-19-505 357-46-095	General government transition pool (GGTP), removes the requirement that agencies allow employees to participate in the statewide return-to-work initiative program.	CR-102 filing anticipated in July. Scheduled for adoption at the August 11, 2016, director's meeting. Effective September 20, 2016.
357-13-090 357-46-095	GGTP, amend to allow employees who are reallocated to a class with a lower salary range maximum to be placed in GGTP.	CR-102 filing anticipated in July. Scheduled for adoption at the August 11, 2016, director's meeting. Effective September 20, 2016.
357-31-445 357-31-447	Shared leave, addresses the changes in HB 2557 which modify the conditions in which shared leave is returned to the donor(s).	CR-102 filing anticipated in July. Scheduled for adoption at the August 11, 2016, director's meeting. Effective September 20, 2016.
357-46-060 357-58-475	Seniority date, clarifying that eligible veterans receive a preference in a layoff by having their seniority date increased by adding up to five years of their active military service to their seniority date.	CR-102 filing anticipated in July. Scheduled for adoption at the August 11, 2016, director's meeting. Effective September 20, 2016.
Chapter 82-60 WAC	All payer claims database (APCD), chapter 43.371 RCW directs OFM to adopt rules for APCD. Phase 2 of the rule making to implement APCD will continue.	CR-102 for next set of rules will be filed with proposed adoption of Phase 2 rules by the end of the year. CR-101 for Phase 3 rules may be filed this summer.
Chapter 82-48 WAC	Public disclosure rules need to be updated to match current law and current agency practices.	File CR-101 this summer, with hearing and rules adoption by the end of this year/early next year.
