PREPROPOSAL STATEMENT OF INQUIRY
GAMBLING COMMISSION

Subject of Possible Rule Making: To allow no cash value chips to be used in poker games provided the house exchanges them for cash value chips when they are used for betting in a live poker game.
Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 9.46.070 and 9.46.0282.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: According to the petitioner, the reason why rules on this subject may be needed is because it is often difficult to get a live poker game started after a tournament, and this will help the licensee do so. The petitioner would like clarification to the rule to include the ability to award "no cash value" chips as house added prizes to a poker tournament in which people pay a fee to participate. This will enable the licensee an additional way to generate a live game from tournament play.
