PREPROPOSAL STATEMENT OF INQUIRY
GAMBLING COMMISSION

Subject of Possible Rule Making: Authorize licensees to allow patrons to make wagers up to $500 on house-banked games offered in licensed, house-banked card rooms.
Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 9.46.070 and 9.46.0282.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: According to the petitioner, they will need a mechanism to increase gambling receipts as they are unable to pass along these anticipated increases:
Proposed restructure and increase of WSGC license fees;
Passage of initiative 1433 raising the minimum wage in January 2017.
Mandated benefits: Healthcare, paid sick/vacation leave, and predictive scheduling initiatives.
Process for Developing New Rule: Interested parties can participate in the discussion of this proposed change by attending a study session/workshop with commission staff, by attending a commission meeting, or contacting the agency staff at the contact information below.
