EMERGENCY RULES

Effective Date of Rule: April 19, 2017.
Purpose: Amend recreational fishing rules.
Citation of Existing Rules Affected by this Order: Repealing WAC 220-312-05000B; and amending WAC 220-312-050.
Statutory Authority for Adoption: RCW 77.04.012, 77.04.020, and 77.12.047.
Under RCW 34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: This emergency rule is necessary to ensure safe and successful youth fishing events. Five thousand trout will be planted three days prior to the event to acclimate them and assure they bite well and provide angling opportunity. On April 22, 2017, preregistered kids will be allowed to fish during the event. There is insufficient time to adopt permanent rules.

WAC 220-312-05000B Exceptions to statewide rulesSarg Hubbard Park Pond.
Notwithstanding the provisions of WAC 220-312-050, effective 12:01 a.m. April 19, through 4:00 p.m. April 22, 2017, it is unlawful to fish in Sarg Hubbard Park Pond, except as provided in the sections below:
(1) Open to fishing 8:00 a.m. through 4:00 p.m. April 22, 2017, by registered juvenile anglers participating in the Yakima Greenway Association's "Kids' Fish-In" event.
(2) The daily limit is two trout during the youth fishing event.
REPEALER
The following section of the Washington Administrative Code is repealed effective 4:01 p.m. April 22, 2017:
