Title of Rule and Other Identifying Information: WAC 246-824-990 Dispensing optician fees and renewal cycle, the proposed rule removes the full examination and reexamination fees, adds an application fee, and fixes formatting to make the fee rule easier to read and understand by licensees.

Purpose of the Proposal and Its Anticipated Effects, Including Any Changes in Existing Rules: The current fee rule includes both the examination fee and the application fee as a single combined amount. The proposed rule sets an application fee only because the program will no longer be administering the examination (or reexaminations) as of October 2017. The proposed rule also includes minor clarifications and formatting changes for easier readability.
Reasons Supporting Proposal: RCW 43.70.250 requires the cost of each licensing program to be fully borne by the profession's members and licensing fees to be based on licensure costs. The proposed fees will better align revenue with program expenses and enable reserves to be maintained should unanticipated events occur, such as increased disciplinary costs.
Rule is not necessitated by federal law, federal or state court decision.

A cost-benefit analysis is not required under RCW 34.05.328. The agency did not complete a cost-benefit analysis under RCW 34.05.328. RCW 34.05.328 (5)(b)(vi) exempts rules that set or adjust fees or rates pursuant to legislative standards.

WAC 246-824-990 Dispensing optician fees and renewal cycle.
(1) Licenses must be renewed every year on the practitioner's birthday as provided in chapter 246-12 WAC, Part 2.
(2) The following nonrefundable fees will be charged:
