INTERPRETIVE STATEMENT
PROFESSIONAL EDUCATOR
STANDARDS BOARD

During the public hearing at our September 21, 2017, meeting, the board issued an interpretive statement per RCW 34.05.230. In March of 2015, the board acted in public hearing adopting a rule change that went into effect September 2017. Recently it was discovered that there was a drafting error that confused the field when trying to respond to the requirement for testing. The statement reads:
Interpretive Statement: Per RCW 34.05.230 the Professional Educator Standards Board intends the date of implementation of rule changed under WSR 15-08-054 filed March 27, 2015 and in effect September 1, 2017 to be clarified with the following change in language: WAC 181-78A-300 section (1) shall be amended to read "Approved programs for teachers shall assure that all candidates entering the program shall have successfully passed the WEST B or its alternative or exemptions per chapter 181-01 WAC. The candidate must take and pass the WEST B or provide evidence of meeting an alternative or exception at the time of admissions. Candidates admitted to a residency teacher preparation program prior to the passage of the WEST B or its approved alternative or exemption must pass the WEST B or its approved alternative or exemptions prior to student teaching."
I will be filing an expedited rule change to address the drafting error.
