PREPROPOSAL STATEMENT OF INQUIRY
SHORELINE COMMUNITY COLLEGE

Subject of Possible Rule Making: Creation of new chapter 132G-142 WAC regarding the use of college facilities for first amendment rights.
Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 28B.50.140(13).
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: A rule for facilities usage as it relates to time, manner and place restrictions [for] first amendment activities on campus is needed to ensure there are enough protections in place to protect against disruption to the educational process. These new rules would clarify that Shoreline Community College is a limited forum and further delineate the time, place and manner for students and nonstudents who wish to engage in protected speech on campus.
Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: None identified. The state board for community and technical colleges has general supervision and control over the state system of community and technical colleges but does not regulate each individual college's rule making.
