PREPROPOSAL STATEMENT OF INQUIRY

Subject of Possible Rule Making: Provide more clarity for the public inspection of books of account for candidates and political committees.

Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 42.17A.110(1).

Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: RCW 42.17A.235 (4)(a) requires a candidate or treasurer of a political committee to permit the public inspection for books of account. These changes will give the public, candidates, and political committees more clarity around these types of public inspections.

Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: None.

Process for Developing New Rule: Collaborative rule-making process.
