Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 46.44.093. Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: The Northwest Pilot Car Association proposed the rule to improve their industry's ability to better cope with the financial consequences of risk exposure that accompanies their duties required by the current rule. Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: Washington state patrol coordinated the rule with this agency through meetings. Process for Developing New Rule: Negotiated rule making.
