WSR 18-02-078 WITHDRAWAL OFPREPROPOSAL STATEMENT OF INQUIRY DEPARTMENT OF HEALTH [Filed January 2, 2018, 12:26 p.m.]
The department of health (department) is withdrawing the CR-101 to consider adding a new section and other amendments to chapter 246-827 WAC, which was filed July 7, 2017, and published in WSR 17-15-022.
The department intends to withdraw WSR 17-15-022 in order to consider rule making under a different chapter of rule to implement the requirements of E2SHB 1614 that creates a new department-issued forensic phlebotomist credential.
Throughout the course of our rule-making meetings, department staff and participating stakeholders agreed that, although E2SHB 1614 created the forensic phlebotomist profession under the medical assistant chapter of statute, it is a distinct profession from the other medical assistant professions. Because this is a separate profession, a new chapter is necessary so that it is clear that the standards set through this rule making will apply to forensic phlebotomists, and not to the other medical assistant professions. As a result, the department is filing a new CR-101 to consider creating a new chapter of rules under chapter 246-827A WAC, and are withdrawing the previously filed CR-101 (WSR 15-15-022).
