Purpose of the Proposal and Its Anticipated Effects, Including Any Changes in Existing Rules: The purpose of the proposal is to repeal WAC rules that are either no longer needed or have been rewritten and incorporated into chapter 230-05 WAC dealing with licensing and fees. Reasons Supporting Proposal: They have been replaced with other WAC. Statutory Authority for Adoption: RCW 9.46.070. Statute Being Implemented: RCW 9.46.070. Rule is not necessitated by federal law, federal or state court decision. Name of Proponent: Washington state gambling commission, governmental. This notice meets the following criteria to use the expedited repeal process for these rules: The rule is no longer necessary because of changed circumstances. Other rules of the agency or of another agency govern the same activity as the rule, making the rule redundant. Explanation of the Reason the Agency Believes the Expedited Rule-Making Process is Appropriate: These rules have been part of the agency's fee simplification process, including negotiated rule making. The identified rules can be repealed through the expedited process because they will no longer be necessary once the new licensing fee and reporting structure is in place or they have been moved to the agency's primary licensing fee rules found in chapter 230-05 WAC and need to be repealed to prevent redundancy.
