Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 51.04.20 [51.04.020] and 51.32.190. Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: Existing rules are outdated, and have been a point of concern for both business and labor. An advisory workgroup of business and labor representatives has worked with the department to formulate modernized rule concepts for consideration by the broader communities.
