Effective Date of Rule: October 10, 2018.
Purpose: Amend recreational fishing rules for Skagit River.
Citation of Rules Affected by this Order: Repealing WAC 220-312-04000X; and amending WAC 220-312-040.
Under RCW
34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: This emergency rule is needed to increase the coho daily limit after the Washington department of fish and wildlife and comanagers revised the Skagit River coho return to ninety thousand fish, up from sixty-three thousand. The increased run size allows Skagit River coho daily limits to be raised. There is insufficient time to adopt permanent rules.

NEW SECTION
WAC 220-312-04000YFreshwater exceptions to statewide rules—Puget Sound.
Notwithstanding the provisions of WAC 220-312-040, effective October 10, 2018:
(a) Skagit River, from the mouth to a line projected across the thread of the river 200' upstream of the mouth of the Baker River:
(i) Closed to all fishing the dates of October 10 and 11, 2018.
(ii) Salmon: Daily limit 4, up to 2 wild coho may be retained. Release Chinook and chum.
(b) Skagit River from a line projected across the thread of the river 200' upstream of the mouth of the Baker River to the Hwy. 530 Bridge in Rockport: Salmon: Daily limit 4, up to 2 wild coho may be retained. Release Chinook and chum.
REPEALER
The following section of the Washington Administrative Code is repealed effective October 10, 2018:
