Effective Date of Rule: October 18, 2018.
Purpose: Amends recreational fishing rules for the Yakima River.
Citation of Rules Affected by this Order: Repealing WAC 220-312-05000X; and amending WAC 220-312-050.
Under RCW
34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: This emergency rule is needed to close the Yakima River salmon fishery. Fall Chinook are returning in extremely low numbers to the river. The closure is necessary to meet conservation and hatchery broodstock collection needs for fall Chinook and coho in the Yakima River Basin. There is insufficient time to adopt permanent rules.

WAC 220-312-05000YFreshwater exceptions to statewide rules—Eastside.
Notwithstanding the provisions of WAC 220-312-050, effective October 18, 2018, until further notice:
Yakima River (Benton Co.): From mouth Hwy. 240 Bridge in Richland to the Grant Avenue Bridge at Prosser: Closed to salmon fishing.
REPEALER
The following section of the Washington Administrative Code is repealed effective October 18, 2018:
