PREPROPOSAL STATEMENT OF INQUIRY
WASHINGTON STATE LOTTERY

Subject of Possible Rule Making: Washington's lottery is considering revisions to chapter 315-38 WAC, Mega Millions, to align state rules with recent changes to the national Mega Millions guidelines.
Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW
67.70.040.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: Potential changes to this chapter are for housekeeping purposes to align the rules with the national Mega Millions guidelines. Such changes would eliminate confusion for Mega Millions players.
Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: None.
Process for Developing New Rule: The lottery will use a collaborative rule-making process to develop the proposed rules. The lottery will post draft rules on its web site and notify interested parties of the opportunity to provide informal comments. Staff will valuate informal comments prior to proposing the rule for adoption. Formal comments will be taken in writing during the formal comment period and in person at the public hearing.
