PREPROPOSAL STATEMENT OF INQUIRY
DEPARTMENT OF
FISH AND WILDLIFE
[Filed November 20, 2018, 10:39 a.m.]
Subject of Possible Rule Making: The department is considering amendments to recreational fishing rules.
Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 77.04.012, 77.04.013, 77.04.055, 77.12.045, and 77.15.047.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: The illegal introduction of warmwater species (yellow perch) into Pass Lake (Skagit County) is having a detrimental effect on a popular fly fishing only trout fishery. Allowing retention of these warmwater fish would help control the populations which compete with trout for food and space. Pass Lake (Skagit County) is managed for the trout fishery by planting small young fish that over winter in the lake and grow to be fished on the next year.
Other Federal and State Agencies that Regulate this Subject and the Process Coordinating the Rule with These Agencies: None.
Process for Developing New Rule: Agency study.
Interested parties can participate in the decision to adopt the new rule and formulation of the proposed rule before publication by contacting Scott Bird, P.O. Box 43153, Olympia, WA 98501, phone 360-902-2403, fax 360-902-2155, email Rules.Coordinator@dfw.wa.gov.
