Subject of Possible Rule Making: Community Colleges of Spokane (CCS), chapter 132Q-136 WAC, Use of district facilities.
Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 28B.50.140, chapter 34.05 RCW, Administrative Procedure Act.
Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: CCS seeks to amend chapter 132Q-136 WAC for its use of district facilities. The amendments will establish clear procedure[s] for facility reservations, scheduling, and use approval procedures. The current rules are silent regarding a specific procedure/process for reservation and/or scheduling as well as an appeal process in the case of a denial for facility use. An amendment to the rules is necessary to codify both the scheduling and reservation process as well as the appeal process. CCS is committed to protecting the first amendment rights of students, faculty and employees. In amending the WAC, CCS seeks to implement policies and procedures that protect due process rights while recognizing the importance [of] first amendment rights on campus.
