Effective Date of Rule: May 25, 2019.
Purpose: Amend recreational fishing rules for the Green (Duwamish) River.

Under RCW 34.05.350
the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: This rule is necessary to open hatchery steelhead retention on the Green (Duwamish) River. Preseason forecasts indicate harvestable numbers of hatchery steelhead are available. There is insufficient time to adopt permanent rules.

Notwithstanding the provisions of WAC 220-312-040:
Green (Duwamish) River (King Co.): From an east-west line extending through the southernmost tip of Harbor Island to the Tacoma Municipal Watershed Boundary Marker (1 mile downstream of Tacoma Headworks Dam); except for areas of permanently Closed Waters: Hatchery steelhead daily limit is 2 fish.
