NOTICE
Title or Subject: Medicaid State Plan Amendment (SPA) 19-0023 July 2019 Fee Schedule Effective Date Updates.
Effective Date: July 1, 2019.
Description: The health care authority (HCA) intends to submit medicaid SPA 19-0023 in order to update fee schedule effective dates for several medicaid programs and services. This is a regular, budget neutral, update to keep rates and billing codes in alignment with the coding and coverage changes from the Centers for Medicare and Medicaid Services, medicaid, and other sources. These changes are routine and do not reflect significant changes to policy or payment. SPA 19-0012 also corrects two cross-references to HCA's web site where the fee schedule[s] are published. SPA 19-0023 addresses the following:

| • | Ambulatory surgery center services; |
| • | Applied behavior analysis services; |
| • | Home health services; |
| • | Outpatient hospital services; |
| • | Personal care services; |
| • | Private duty nursing; |
| • | Substance use disorder services; and |
| • | Transportation services (air ambulance and Involuntary Treatment Act transports). |
SPA 19-0023 is expected to have no effect on the annual aggregate expenditures/payments for the services listed above. These changes are routine and do not reflect significant changes to policy or payment.
HCA is in the process of developing the SPA. HCA would appreciate any input or concerns regarding this SPA.
