Effective Date of Rule: Immediately upon filing.
Purpose: Amend commercial beach seine rules for Puget Sound.
Citation of Rules Affected by this Order: Amending WAC 220-354-210.
Under RCW
34.05.350 the agency for good cause finds that immediate adoption, amendment, or repeal of a rule is necessary for the preservation of the public health, safety, or general welfare, and that observing the time requirements of notice and opportunity to comment upon adoption of a permanent rule would be contrary to the public interest.
Reasons for this Finding: This rule is necessary to require the release of sockeye salmon in Hood Canal. An effort to reintroduce sockeye salmon to Lake Cushman is underway. As this is the first year sockeye are returning to this program from a small release in 2017. Managers anticipate the total return to be small in number and are seeking to maximize broodstock available for the program. Therefore, sockeye retention is being closed in the marine area. There is insufficient time to adopt permanent rules.

WAC 220-354-21000EPuget Sound salmon—Beach seine—Open periods.
Notwithstanding the provisions of WAC 220-354-210, effective immediately until further notice: It is unlawful to retain sockeye salmon taken with beach seine gear within Areas 12A and 12C.
