Subject of Possible Rule Making: Revising chapter 172-144 WAC, Outstanding financial obligations to the university.

Statutes Authorizing the Agency to Adopt Rules on this Subject: RCW 28B.35.120(12).

Reasons Why Rules on this Subject may be Needed and What They Might Accomplish: Revisions are needed to comply with 2SHB 2513, prohibiting the practice of transcript withholding and limiting the practice of registration holds at institutions of higher education as debt collection practices and to update current practices.

Process for Developing New Rule: Negotiated rule making.
