NOTICE
Title or Subject: Medicaid State Plan Amendment (SPA) 20-0018 Psychiatric Per Diem Rates.
Effective Date: July 1, 2020.
Description: The health care authority (HCA) intends to submit Medicaid SPA 20-0018 in order to implement certain directives in ESSB 6168, signed by the governor on April 3, 2020. ESSB 6168 directs HCA to increase psychiatric per diem rates for community hospitals that serve patients in long term commitments of ninety days or longer.
SPA 20-0018 is expected to increase the annual aggregate payment for community hospitals that provide long term psychiatric inpatient services.
For new hospitals without a twelve month medicare cost report:
The long-term psychiatric per diem rate will be set at the average of all provider-specific long-term psychiatric per diem rates OR the hospital-specific psychiatric per diem effective for state fiscal year 2020, whichever is greater.
For hospitals that have a twelve month medicare cost report available:
If hospital costs exceed their state fiscal year 2020 psychiatric per diem rate, they will receive a hospital-specific cost-based long-term psychiatric per diem rate.
If the hospital's state fiscal year 2020 psychiatric per diem rate exceeds their costs, they will receive a psychiatric per diem rate of $940/day.
A copy of SPA 20-0018 is available for review. HCA would appreciate any input or concerns regarding this SPA. To request a copy of the SPA, please contact the person named below (please note that all comments are subject to public review and disclosure, as are the names of those who comment).
Interested parties may submit comments and concerns about the rates or the effects the changes may have on beneficiary access to care or continued service access.
