NOTICE
Title or Subject: Medicaid State Plan Amendment (SPA) 20-0034 Tribal Residential Facility Rates.
Effective Date: July 1, 2020.
Description: The health care authority (HCA) intends to submit SPA 20-0034 to reflect the new, cost-based per diem rate for substance use disorder residential treatment facilities (RTF) operated by the Indian Health Service (IHS) or tribes to IHS-eligible American Indian/Alaska Native (AI/AN) medicaid beneficiaries. This new cost-based rate was developed in collaboration with both the Squaxin Island Tribe's Northwest Indian Treatment Center and the Healing Lodge of Seven Nations, a facility founded and governed by a consortium of seven tribes in the areas of eastern Washington, western Idaho, and northeastern Oregon.
SPA 20-0034 authorizes a negotiated rate for the following services provided by IHS or tribal RTFs to IHS-eligible AI/AN medicaid beneficiaries, based on the costs of the Northwest Indian Treatment Center and the Healing Lodge of the Seven Nations, as follows:
$913.00 per diem for calendar year 2020, inclusive of room and board, for:
ºAdult and youth intensive residential treatment, and
ºAdult and youth recovery house services.
Note: When these services are provided by IHS or Tribal RTFs to any medicaid beneficiaries who are not IHS-eligible AI/AN, the standard rates will apply.
The 2020 rate will be annually adjusted based on the percentage increase or decrease of the Indian Health Service inpatient hospital per diem rate.
SPA 20-0034 is expected to increase the annual aggregate reimbursement/payment for these services as follows:
