NOTICE
Title or Subject: Medicaid State Plan Amendment (SPA) 20-0034 Tribal Residential Facility Rates.
Effective Date: July 1, 2020.
Description: The health care authority (HCA) intends to submit SPA 20-0034 to reflect the new, cost-based per diem rate for substance use disorder residential treatment facilities (RTF) operated by the Indian Health Service (IHS) or tribes to IHS-eligible American Indian/Alaska Native (AI/AN) medicaid beneficiaries. This new cost-based rate was developed in collaboration with both the Squaxin Island Tribe's Northwest Indian Treatment Center and the Healing Lodge of Seven Nations, a facility founded and governed by a consortium of seven tribes in the areas of eastern Washington, western Idaho, and northeastern Oregon.
SPA 20-0034 authorizes a negotiated rate for the following services provided by IHS or tribal RTFs to IHS-eligible AI/AN medicaid beneficiaries, based on the costs of the Northwest Indian Treatment Center and the Healing Lodge of the Seven Nations, as follows:

| • | $913.00 per diem for calendar year 2020, inclusive of room and board, for: |

| º | Adult and youth intensive residential treatment, and |
| º | Adult and youth recovery house services. |
Note: When these services are provided by IHS or Tribal RTFs to any medicaid beneficiaries who are not IHS-eligible AI/AN, the standard rates will apply.

| • | The 2020 rate will be annually adjusted based on the percentage increase or decrease of the Indian Health Service inpatient hospital per diem rate. |
SPA 20-0034 is expected to increase the annual aggregate reimbursement/payment for these services as follows:
