Title or Subject: Medicaid State Plan Amendment (SPA) 20-0039 Disaster Relief Addendum 2.

Effective Date: October 20, 2020.

Description: The health care authority (HCA) intends to submit SPA 20-0039 to comply with the federal requirement to submit a SPA when a termination date for medicaid disaster relief policies and procedures is different than the end of the public health emergency related to the COVID-19 outbreak. HCA's medicaid disaster relief SPA 20-0014 was approved by the Centers for Medicare and Medicaid Services on April 24, 2020, and medicaid disaster relief SPA 20-0021 was approved on July 30, 2020.

SPA 20-0039 will authorize HCA to return rates to the prepandemic level for emergency dental extractions (codes D7140, 7210, 7220, 7230, and 7240) effective October 1, 2020. Payment for dental code D1999 for personal protective equipment (PPE) will end on November 30, 2020. Rates will return to the prepandemic level for private duty nursing services on January 1, 2021.

SPA 20-0039 is expected to reduce annual aggregate expenditures/payments for emergency dental extractions by approximately $58,000. Annual aggregate expenditures/payments for dental PPE will be reduced by approximately $1,065,300. HCA is currently unable to determine the reduced expenditures related to private duty nursing services.

SPA 20-0039 is in the development process; therefore a copy is not yet available for review. HCA would appreciate any input or concerns regarding this SPA.
